In October last year, 140 countries signed a treaty called the "United Nations' Minamata Convention. This was a global treaty that includes a ban on mercury being used in the productions of cosmetics and soaps. This is great, however, consumers of mascara beware, a report from Scientific American states that mascara was allowed to be exempt from this Ban due to the reason, “no effective safe substitute alternatives are available” and “the intention is not to cover cosmetics, soaps or creams with trace contaminants.”
